ANCP-NAPP is a state-owned-company created on the 19th of February 2007 by decree law 37/2007. Its legal statute is regulated by decree law 558/99 of 17th December and decree law 300/2007 of 23rd August.

Its establishment was a result of the Restructuring Program of the State’s Central Administration (PRACE), approved by the Resolution of the Council of Ministers 39/2006 of 21st April. ANCP-NAPP inherited part of the roles and responsibilities of the extinguished Direcção-Geral do Património (DGP), namely in the field of public procurement and the state fleet management. Most of the strategic goals set for the reform of the Public Administration, including the need to guarantee the best value for tax payer’s money, are at the core of ANCP-NAPP’s agenda.
