ANCP-NAPP is also responsible for the management of the State Fleet of Vehicles.
The State Fleet Management model is based on 3 keystones:
- Update of the legal framework, through the publication of a new legal statute for the State Fleet (decree law 170/2008). According to the new legal regime, the purchase of motor vehicles is an exclusive competency of ANCP-NAPP;
- Launch of public tenders to select providers of motor vehicles as well as insurance services, to whom ANCP-NAPP is going to award framework agreements;
- Implementation of a single dedicated State Fleet Management System where public users of state fleet vehicles register and update relevant information regarding ownership, maintenance and operation costs.
As the central body responsible for the State Fleet Management, ANCP-NAPP:
- Analyzes requests from public users and verifies the availability of vehicles;
- Launches tender procedures under existing framework agreements in order to award call-off contracts;
- Carries out acquisition processes abiding to financial and environmental criteria defined in decree law 7382/2009;
- Sets standards and contributes to make the policy consistent with EU economic and environmental goals and objectives.
